Until his assassination, the Red Skull existed in a clone of Steve Rogers (complete with Super-Soldier Formula). So why didnt his body deteriorate in the same way?

We don’t know that it didn’t. the only time we saw the Skull’s body was right after he’d been killed (the same nighr, if I recall). It’s been at least several days since his death when we see Cap’s body in this issue.
