My reading of the first three issues is that the Initiative people aren&#039;t working to &quot;prevent another Stamford&quot; so much as working to cover up the next Stamford before it happens so the public doesn&#039;t get wind of Uncle Sam&#039;s U.S. wetworks team.</description>
