That’s a rather upbeat view of what (after T-Bolts) is almost certainly the darkest and most cynical of the Initiative titles. My reading of the first three issues is that the Initiative people aren’t working to “prevent another Stamford” so much as working to cover up the next Stamford before it happens so the public doesn’t get wind of Uncle Sam’s U.S. wetworks team.
